Detective Senior Constable Elissa Smith, of the Warrnambool police crime investigation unit, said the 44-year-old man was arrested on Thursday.
He was charged with 13 offences, include theft of vehicle, possession of LSD, ice, cannabis and ecstasy and trafficking cannabis and ecstasy.
The man was arrested, interviewed, charged and has been held in custody overnight Thursday to appear in the Warrnambool Magistrates Court on Friday for a bail/remand hearing.
Victoria Police clandestine lab officers came to Warrnambool two weeks ago as part of the investigation into a possible crystal methamphetamine lab.
A warrant was executed at a Koroit property on Sunday, March 12, and equipment was seized that it will be alleged is used in the production of cannabis oil.
Detective Senior Constable Smith said it became apparent early in the investigation the equipment was used for cannabis oil and not ice production.
"We received information there was equipment being stored at that house," she said.
"The initial thought was that is may have been a meth lab. We went there with a warrant and found unknown liquid in containers.
"We will allege the equipment is used in the production of cannabis oil," she said.
