Police on patrol noticed a vehicle travelling in Hopetoun Road.
The vehicle accelerated to an estimated 120km/h in a 60 zone, turned right at Daltons Road and police terminated the pursuit due to the danger to other road users.
A witness described the car as driving "at a million miles per hour".
The vehicle was located soon after near the intersection of Daltons Road and Bromfield Street in gear.
Mr Mitchem, 32, previously of Cramer Street, was seen running in a paddock.
He was chased and arrested and a search of him found prescription drugs.
Mr Mitchem was wanted on four warrants.
He appeared in the Warrnambool Magistrates Court on Friday but did not apply for bail.
He was remanded in custody until March 20.
He has now been charged with additional high-end driving offences.
