Dylan Michael Blake, 24, previously of Brown Street, Allansford, was wanted on 11 warrants of apprehension after failing to attend at the Warrnambool Magistrates Court in January last year.
Police officers arrested Blake at Pertobe Road apartments on November 23 and he has spent the past three months in custody.
He was also charged with new drug offences after police alleged he was found in possession of a small amount of ice.
Blake pleaded guilty to 20 charges, including trafficking ice, refusing a driver drug test, reckless conduct endangering life, dangerous driving while pursued by police and driving while disqualified.
Magistrate Cynthia Toose said Blake thought he was a gangster and had prior convictions for similar offences.
"He points a gun at someone's head. He's not in the world. He leads the life of someone immersed in the drug world," she said.
"He's not past rehabilitation but it's whether he wants to or wants to become a gangster."
The magistrate questioned whether Blake could give up his long-term drug associations.
"He has to do a complete turnaround," Ms Toose said.
"He's involved in reckless conduct while pursued by police at high speed. It's indicative of someone using drugs and making poor decisions. The evidence of trafficking (drugs) comes from his electronic devices."
Blake was remanded in custody until March 9 and while in custody will be assessed to serve another corrections order on release from prison.
Ms Toose told Blake she was skeptical about his approach to another order but Blake should now realise it was a better option than spending more time in Port Phillip Prison.
Police said they pulled over Blake in December 2015 and found Facebook messages to eight people about drug trafficking, in deals of up to 1.7 grams.
In August 2015 he was driving a Nissan Skyline east on Warrnambool’s Donovans Road at 2.45am.
When police activated their emergency lights he accelerated, spun out of control at the intersection with Mortlake Road and headed out of the city at 130km/h in a 60km/hzone.
He was last seen heading east on Wangoom Road at 150km/h in an 80km/h zone.
