Detective Sergeant Chris Asenjo, of the Warrnambool police crime investigation unit, said it was alleged the 22-year-old man entered a Daltons Road home through an unlocked kitchen window.
"A 34-year-old woman was at home. She confronted the offender and he jumped out the window with her mobile phone, an amount of cash in the hundreds of dollars and keys to her car," he said.
"A community-minded citizen captured an image of the offender on her phone and police were called."
Detective Sergeant Asenjo said detectives immediately attended the Daltons Road area.
"We located the male nearby and arrested him after a short foot pursuit. He ran into a brick wall and stolen items spilled out pockets in a nearby driveway," he said.
"He's also been charged with other offences after being found with property relating to theft and deceptions overnight. And he also had a quantity of cannabis."
The Warrnambool man has been interviewed and charged with aggravated burglary, thefts, deceptions, handling stolen goods and possessing cannabis.
He is being held in custody and is expected to appear in Warrnambool Magistrates Court for a bail/remand hearing later on Friday.
