Highway patrol police officers are preparing a report for the Victorian Coroner.
The 23-year-old deceased man was living in Warrnambool but had previously been from Port Campbell.
Warrnambool police highway patrol unit Sergeant Dean Greenwood said the driver appeared to have lost control and collided with a tree after veering off Curdievale-Port Campbell Road just after 6pm.
The driver died at the accident scene.
"It looks like he was out of control for 40 metres, crossed onto the wrong side of the road and collided with the tree," he said.
"The impact was to the driver's side B pillar, between the front and back seats.
"Indications are he may not have been wearing a seatbelt and the tyres on the Holden Commodore sedan tyres were in poor conditions. The weather at the time was wet and windy and visibility was poor.
"He was found by a local who alerted emergency services," he said.
