Detective Acting Sergeant Nick de Ridder, of the Warrnambool police crime investigation unit, said 31-year-old Lynch was taken into custody at 10.55pm on Friday at an Ocean Grove address in Warrnambool.
A parole warrant had been issued for Lynch after a series of offences were committed overnight last Wednesday.
He will immediately start serving the 13 months he owes on parole.
During October 2014 Lynch was jailed for two years with 11 months to serve before being eligible for parole after he stole a State Emergency Service vehicle valued at $100,000 in Terang.
He pleaded guilty in Warrnambool court to 28 offences including multiple counts of burglary, theft, driving while disqualified, and recklessly causing injury.
Lynch also stole a Ford Ranger valued at $35,000 and another $25,000 vehicle during his crime spree in the Terang district.
He used an oxyacetylene torch to burn off a padlock and got into one building through the roof.
He spat on a victim during an abusive tirade after breaking his cannabis bong.
A magistrate said in sentencing that Lynch had attention and impulsivity issues and but that did not excuse his offending.
On Monday Detective Acting Sergeant de Ridder said Lynch would now be charged on summons with about 20 offences after incidents at seven locations overnight, last Wednesday.
Those charges will include arson, burglaries and thefts.
The series of crimes started with the theft of a Toyota Corolla parked in Allan Street, Warrnambool between 10pm and 11pm last Wednesday.
That vehicle was then used in a ram raid at Rafferty's Hotel about 1am before an attempted break-in at Koroit’s IGA supermarket.
Police say the crime spree continued with a burglary at a nearby workshop.
A stolen Commodore sedan was used to crash into the Hawkesdale CFA shed before the vehicle was torched and the shed damaged.
The crime spree ended with the theft of Hawkesdale’s Country Fire Authority Mazda BT50 four-wheel drive utility. The CFA vehicle was found in east Warrnambool on Thursday.
Police also want to question Lynch about the theft of a community ambulance from Hawkesdale.
