Police Sergeant Callum McKinnon said two men were involved in suspicious behaviour after a grey Holden Commodore sedan was seen at 5.20am in Anderson Street.
The car had been driving up and down the street with no lights on.
A curious resident in his 60s thought the behaviour was suspicious and confronted the male driver.
"The resident has been driven at. He's gone inside and rang the Skipton police. An officer soon after tried to intercept the vehicle but the driver accelerated away," he said.
"The officer lost sight of the vehicle but it could be heard for some time driving around the town tooting its horn. That raised suspicions the driver was trying to find someone."
Sergeant McKinnon said the Skipton police officer found a pedestrian walking along the side of the road at about 6.30am but the male fled into paddocks. Ballarat police officers also arrived to assist.
Anyone with information about the men is requested to contact the Skipton police station or Crime Stoppers on 1800 333 000.
