The winning first division ticket came from Timor Street Newsagency, as one of three to share the national $3 million prize.
A statement from Tattslotto quoted one of the family members saying the money would not be spent on luxuries.
"We're not wasters, we're hard workers," they said.
Terri Kramm, who sold the ticket, said the winners were regular customers.
"They've been a customer of the Timor Street Newsagency for years," the part-owner said.
"It's really nice - they come in all the time.
"On this day there was a parking space right in front of the shop and they just decided 'Why not, let's go in and do it.
"They were really, really excited when they came back to check the numbers.
"It's good for the town. They're both Warrnambool residents and that's nice because so often we have a ticket that goes out of town."
Mrs Kramm said it was the newsagent's 14th first division win over the years.
"People like to go in the lucky shop.
"Our last one was two and a half years ago."
She expected a lot of people would be visiting the shop this week for a chance to win $21 million on November 1.
