Van Rooy, 20, took out the division one honour from fellow midfielder Dechlan Picken at a vote count at Warrnambool racecourse.
The win capped off a stunning season for the athletic playmaker, who won his second Ballarat and District Soccer Association top-grade best and fairest in September and played a key role in guiding the Rangers to a grand final berth.
Van Rooy collected Warrnambool’s best and fairest with 35 votes and the golden boot award with 25 goals.
Picken polled 28 votes.
“I think we played really well as a team,” van Rooy said.
“I am just the one in the middle who gets the ball passed to me the most.”
Shkara Rantall collected the Rangers’ women’s best and fairest crown with 20 votes from Leontin Pawape on 18 votes.
Isabel Wilkinson received the golden boot for her 13-goal season. Liam Priestley won the reserves’ top honour with 25 votes from runner-up Nasim Yousif, who was awarded the golden boot for his eight-goal effort.
The under 17s’ best and fairest was decided on a countback after three players finished on 14 votes. Liam Burns and Oscar Bishop were joint winners from Charlie Locke.
Locke kicked 30 goals to take out the golden boot award.
Jonas Welsh was named under 15s best and fairest with 16 votes, four ahead of runner-up Jaden Clapp.
Lucas Mullins took home the golden boot award with six goals.
The Thomas Karras Memorial goal keeper award went to division one player Cameron Pyke and best clubman was volunteer Mark Wishart.
More than 150 people attended the presentation night.
