In inner-Melbourne, teal independent Melissa Lowe is on track to take Hawthorn off Labor and fend off a return of former senior Liberal John Pesutto.

Mr Pesutto sensationally lost the once-blue ribbon seat on live television at the 2018 election to retired teacher turned Labor candidate John Kennedy.

Hawthorn sits in the federal electorate of Kooyong, which teal independent Monique Ryan snatched from Liberal treasurer Josh Frydenberg at the federal election in May.

Ms Lowe said her campaign maintained the momentum.

"It is the same community, yes. Of course we didn't like what the two parties were doing federally and we don't like what they are doing in this state either, so it makes sense," she told the ABC.

Fellow teal Kate Lardner is also expected to win the seat of Mornington off Liberal Chris Crewther, while Kew's teal challenger Sophie Torney is trailing Liberal candidate Jess Wilson.

Ms Wilson said the Liberals held off the independent candidate by running a "really community-based campaign" that reflected the electorate's views.

"The results here in Kew show that we should never abandon these inner-city seats. We need to make sure that we reflect the views of the community. I think we've been able to do that here in Kew," she said on Sky.

After two terms in the regional seat of Shepparton independent Suzanna Sheed seems set to lose to Nationals challenger Kim O'Keeffe.

"(There's) still some numbers to be counted but obviously (it's) looking really promising for me," Ms O'Keeffe told ABC television.

"It takes an incredible team here in Shepparton and across the whole region. I've had so much support."

Ms O'Keeffe was mayor of Greater Shepparton until June and noted campaigning had been different due to the recent floods.

"We need someone who will stick up for what we deserve of and the investment that we need," she said.

Nationals leader Peter Walsh said Ms Sheed was seen to be too close to Labor and Ms O'Keeffe was an outstanding candidate.

"People think very highly of her as an elected official in that sense since Kim's brand has done as much as the Nats, a combination of the two," he told AAP.

Mildura is also set to be returned to the Nationals after independent Ali Cupper won it in 2018.

"Watching what's coming through I wouldn't concede the seat to the independent at all," Mr Walsh said.

Elsewhere in regional Victoria, Liberal incumbent Bill Tilley is tipped to fend off the threat from independent Jacqui Hawkins in Benambra.
