He said a woman arrived at Nelson Beach just before 3pm and was approached by a man a short time later.
The man attempted to strike up a conversation with her before he commenced undressing and exposing himself to her while naked.
The 30-year-old woman immediately left the area and called police.
Detectives are hoping to identify the man as part of the investigation.
The man is described to be Caucasian in appearance, aged about 50-60-years-old, 180cm tall, slightly overweight with a large stomach, grey/blue eyes, grey hair with a fair complexion and scaly wrinkled skin.
Sergeant Thomson said the man's behaviour had left the woman feeling extremely uncomfortable.
"We're urging anyone with information to contact CrimeStoppers," Sergeant Thomson said.
