Port Campbell police Sergeant David Banks said a local driver was clocked at 85 km/h near the 12 Apostles on Friday.
He said that section of road was now a speed restriction zone and was signed at 40 km/h.
Sergeant Banks said the speed limit was dropped as part of a traffic management plan created by Parks Victoria, VicRoads and Corangamite Shire.
He said the speed restriction zone was in place during the busy summer period, with police expecting an influx of drivers on the roads.
"Police have noticed locals haven't been slowing down and we have been issuing tickets recently," Sergeant Banks said.
"Speed limits have been altered along some parts of the Great Ocean Road over summer so we urge drivers to be pay attention."
Sergeant Banks also reminded drivers to be aware of tourists on the road.
"We have people travelling on roads they're not familiar with, driving slow or pulling over to read street signs so we remind motorists to be patient and courteous," he said.
