Aidan Carroll, a 207-centimetre player, made his Big V debut for Warrnambool Seahawks in 2018.
Tornadoes co-coach Scott Judd said Carroll and fellow Warrnambool player Bayley McGowan had joined for the 2021-22 season which tips off this weekend.
"They bring a little bit of experience and I think they are looking for a bit of fun and the social side of it with us," he said.
"We can utilise them, both on and off the court, with their knowledge.

"Aidan's height is going to help because we're normally a side that doesn't have an extra tall.
"We normally match up quite well but never have the tallest on the court so he'll be pretty close to that most games."
Terang will also unveil three teenage prospects when it plays a double-header at home.
Ryley Hutchins, Xavier Vickers and Henry Roberts are guards who will get minutes against Colac Kookas on Saturday night and Mount Gambier Lakers on Sunday afternoon.
"We are going to be very young. We've got three kids who have just come out of under 18 squad basketball who will be introduced into the side," Judd said.
Judd, who is co-coaching alongside Bailey Kemp, said Terang would run with a 15-player squad.
Hannah Anderson will coach the Tornadoes' women's team.
