South-west commuters are set to have a lengthy wait for a fifth train service, according to a number of state MPs.

Nationals MP Danny O'Brien asked representatives from the Department of Transport at the Public Accounts and Estimates Committee a number of questions about the promised $260 million for the line to allow modern VLocity trains.
A Department of Transport spokesman told Mr O'Brien 18 sets of the 54 promised sets of VLocity trains had been delivered, while the remainder were yet to be manufactured.
None of the 18 sets already manufactured will be delivered to the Warrnambool line.
The carriages funded in the current budget allocation will not allow Warrnambool to have a fifth service, Mr O'Brien was told.
Additional sets would need to be ordered for this to happen and funding for these would need to be allocated in next year's budget, Mr O'Brien was told.
Opposition Transport spokeswoman Steph Ryan and South West Coast MP Roma Britnell said the revelation would mean south-west commuters would be forced to wait years for a promised fifth service.
"The new rolling stock required for the Warrnambool line has not been manufactured, is not funded, is certainly not on time and there is no commencement date in sight," Ms Ryan said.
"While Labor pours billions of dollars into covering cost blowouts on its Melbourne metro projects, it has descoped the Warrnambool line upgrade and will divert money that was earmarked for new regional trains into buying new trains for the city."
Ms Britnell said it was inconceivable not a single one of the 18 new VLocitys purchased in the last government order would make it onto the Warrnambool line.
"The government has flip-flopped on its promise to the people of the south-west coast," Ms Britnell said.
"In 2017, Daniel Andrews announced VLocity trains would be coming to Warrnambool. Four years later and we find out today they have not even ordered the trains.
"At the 2018 election, Labor liked to claim Warrnambool would have VLocity trains by 2021. But with less than two months left in the year, local people are asking: where are our new trains?
"Once again, the south-west coast has been ignored by Labor politicians who think the state ends at Geelong.
"Federal government funded works to upgrade the Warrnambool Line will be completed in 2023. The trains must be ordered by the Victorian Government now if they are to be ready to roll in 2023."
