Victorian COVID-19 Commander Jeroen Weimar said on Saturday of the 1,750 cases, more than 14 per cent were from regional Victoria.
He said there was also a greater proportion of younger people in the latest case numbers.
In regional Victoria, 38 per cent of all cases were under the age of 19, while in metropolitan Melbourne, 29 per cent of cases were under the age of 19, he said.
"These are our children and students who are clearly very active in the community," Mr Weimar said.
Those under the age of 40 also make up a large percentage of cases with 75 per cent of regional cases aged under 40. Two-thirds of all positive cases in metropolitan Melbourne are aged under 40.
"I call out to the young of Victorians amongst us that you are particularly vulnerable at this point in time, in running into friends and associates who are COVID positive so take every care to make sure you don't become one of those statistics," he said.
It comes as more than 23,000 active cases were recorded in the state, with 1750 new cases in the past 24 hours. There were 72,858 tests processed on Friday.
There are 770 people in hospital and of those, 144 are in ICU and 90 people are on a ventilator.
Sadly there were nine deaths.
"Yesterday of the 770 people in hospital, 86 per cent were not fully vaccinated," Mr Weimar said. "Of the 144 in intensive care yesterday, 93 per cent were not fully vaccinated.
"It highlights time and time again that the vaccination is the best way to protect yourself from the ongoing pandemic we see all around us,"
He said 90 per cent of Victorians have had their first dose with 72.5 per cent of the state's residents aged over 60 fully vaccinated.
He said there was a rolling average of 1925 daily cases over the past seven days, which was consistent with the Burnett modelling.

"At this point our behaviours over the coming days and weeks will determine where those case numbers go," Mr Weimar said. "We are keen to keep them under constraint and get them down a bit as we keep going forward on our vaccination program."
Mr Weimar said the real focus now continued to be vaccination. More than four million Victorians are fully vaccinated with 440,00 second doses to go before the state reaches the much-anticipated 80 per cent double-dose vaccination rate, when more freedoms are to be allowed.
"We want to get those 440,000 and as quickly as we can over the days ahead and it's really charging into the 80 per cent double vaccination milestone as quickly as possible."
"In the 12 and over (eligibility) looking at the bigger cohort, over 90 per cent of Victorians over 12 are first dose vaccinated and over 70 per cent are fully vaccinated for the bigger cohort," Mr Weimar said.
"I'd encourage all of us to let's not slacken off and increase the pace as we get to not only a 80 per cent milestone, but the 90 per cent vaccination milestone, that is only a few weeks behind getting to 80 per cent in the coming week or 10 days.
"I think we've got one of the fastest rates of second doses anywhere in the country over the last seven days. We're one of the fastest increasing vaccination rates of any country around the world."
He encouraged the public to enjoy the greater freedoms but to remember there is a lot of people with COVID-19 in our community.
"We are delighted and glad that so many of them are getting tested and isolating effectively when they find out they have the virus, but it's so important that we all act with some restraint and respect and that we are likely to see people around us who may have COVID.
"Get yourself vaccinated and keep all these good practices over the days and weeks ahead."
