Mayor Daniel Meade said there was a lot to do after a COVID-interrupted 18 months, but roads were at the top of the agenda.
"Our local roads are always a priority, so we are continually trying to improve them and that will be our number one spend" he said.
One of the reasons for the bumper budget was $10 million in extra funding the council managed to secure from the federal government's Local Roads and Community Infrastructure grant program.
"It's great to have that funding come through to spend on our local roads and bridges," Cr Meade said.

The streetscape in Commercial Road, Koroit is also set for a facelift, with $800,000 set aside for "beautification" of the area. Macarthur's Market Street precinct is also getting a long-awaited upgrade.
Caravan parks throughout Moyne Shire have been allocated $3 million as the south-west prepares for a flood of Melbourne and interstate tourists, with Port Fairy's Southcombe Caravan Park getting more major upgrades.
Several of the projects were supposed to already be finished, but COVID-19 caused delays.
"There were some delays because of contractor availability," Cr Meade said.
He acknowledged the industry was still in high demand, but said he was confident the projects would be completed soon using local contractors.
