The festival will take place on the week of November 22-28 at Reardon Theatre.
The original date for the festival was to be November 11-14.
Festival founder and director Athena Morton said the date of the festival had been pushed back to give more breathing space around the easing of restrictions attached to the regional Victorian COVID roadmap.
At 80 per cent of people double vaccinated - which is estimated to be reached on November 5, community facilities, which is what Reardon Theatre is, can have up to 150 people in the venue.
This will allow the festival to sell that amount of tickets to each show, with tickets to go on sale on October 18.
The extended timeline of the festival will allow for a clean of the venue between each show.
All festival patrons will be required to be double-dose vaccinated.
"We have a system worked out where we will have volunteers on hand to check vaccination status, either with a hard copy or on phones," Ms Morton said.
"We will be opening doors an hour before each screening so we will have plenty of time to do this.
"Pushing the date of the festival back a little has given us a buffer just to make sure we have everything in place to keep everyone safe."
The festival program will include short and feature-length films from across the globe.
It will also host guest speakers and book launches.
