Six teams will take to the court over five rounds with the hope of playing finals and contesting for the prized championship rings in December.
The shiny NBA-style championship rings will be awarded to the team who wins the competition.
Tikis collected the rings in the first season of the under 18 championship in August.
The under 23 competition is expected to start on October 28, restrictions permitting.
It will be played mostly on Thursday nights at The Arc. There will also be some weeks with games on Thursdays and Fridays.
A host of experienced Warrnambool basketball personalities will lead the teams during the competitions inaugural season.
Warrnambool Basketball development officer Mike McGorm will lead the Comets. Seahawks CBL co-coach Jack Huxtable takes charge of the Bombers while the Blues will be in the hands of Mick McGowan.
The Seahawks other CBL coach, James Mitchell, will take the reins of Status.
The Tikis will be led by Big V championship-winning coach Matt Alexander while current Seahawks Big V mentor Alex Gynes mentors the Warriors.
