The new centre, to be built in Hamilton, is expected to be in use by December next year.
The funding is part of the fifth round of the Victorian government's 2020-2021 Regional Health Infrastructure Fund.
The new centre will be located in Lonsdale Street on land recently purchased by SWH and will add to the significant community services hub in the area.
It will include five consulting suites, a multi-purpose conference and education room, two waiting areas, three staff office areas, a secure and fully landscaped outdoor sensory area, 12 public car parking spaces and public and staff bathrooms.
South West Healthcare mental health executive director Richard Campion said the new facility would provide a good environment for recovery.
"We are in rented accommodation but have outgrown that space and wanted to develop a contemporary model that delivers an inclusive environment for everyone, including a specific focus on the needs and requirements of the Hamilton and district community," Mr Campion said.
"Consumers will be able to access a modern, safe, welcoming, light-filled and friendly environment that supports contemporary evidence-based care."
Mr Campion welcomed the findings of the mental health royal commission earlier this year and said they encompassed many of the key issues raised in the hospital's 55-page submission.
SWH redevelopment and infrastructure executive director Jamie Brennan said it would engage and appoint architects to design the facility within the next month.
SWH provides mental health services across the south-west region, including in Warrnambool and Portland.
