Fowler won out in a thrilling count on Saturday, holding off Cobden pair Tayla Hickey (13 votes) and Eloise Chivell (12 votes) to clinch a one-vote triumph.
Fowler, whose mum Liz is the Bloods' open grade coach, said she was delighted to take out the award.
"It feels strange because I've never actually won one before, so it's still sinking in, but it's really good," she said.
"I thought I played pretty well. I felt like the season just went really well. The team did well, came in fifth, but it was really good playing with them as they're a really good bunch of girls."
Fowler said the season had several key takeaways.
"I still feel like I could've done some more working around to the front of my player," she said.
"I'm still learning to hold as well. There's a few things I felt like I still needed to work on but it feels really good."
