A Portland man charged with five counts of being drunk in a public place in 18 months has been refused bail.

John Cairns, 41, appeared in Warrnambool Magistrates Court on Tuesday charged with being drunk in a public place and assault-related offences, including assaulting an emergency worker on duty.
The court heard he was arrested on Monday after police were called to reports of a drunk man out the front of Portland's Gordon Hotel.
Police attended shortly before 10pm, the man was arrested and conveyed to Portland police station.
While in the police cells, an officer attempted to remove the man's belt.
The court heard Mr Cairns attempted to punch the officer.
He then allegedly punched the windows and walls of the cells numerous times, leaving large amounts of blood and leaving the cell out of action for some time in order to be trauma cleaned.
At the time of the alleged offending, Mr Cairns was on bail for charges of unlawful assault, drunken disorderly and three counts of resisting police.
Those charges related to an alleged incident on June 30 when Mr Cairns approached a victim at an amenities centre in Henty Street.
The pair was not known to each other.
Mr Cairns was drunk, he allegedly threatened the victim and said he would "rip (his) guts out".
The victim told police the man approached him and pushed a trolley into his stomach before punching him.
Mr Cairns was later located and allegedly resisted arrest, refusing to put his hands behind his back and yelling and swearing at members.
The court heard the man had been charged with five drunken disorderedly offences in 18 month.
Barrister Cameron Baker said the man had issues with alcohol abuse and that in the lead up to the offending had been consuming alcohol and ran out of medication used to treat his ill mental health.
He said there were no allegations of the man offending while not under the influence of alcohol and that bail conditions could mitigate the risk of him further offending.
But magistrate Mark Stratmann said there were "quite serious behavioural traits being alleged here".
"Not only is he drunk in a public place but people are going about their normal business and they are impacted and allegedly assaulted," he said.
"The risk of you committing further offences are too great at the present time."
Mr Cairns was refused bail and remanded in custody.
He will appear in court again on October 19.
