Port Fairy Historical Society president Andrea Coney said while restrictions were eased slightly for regional Victoria last week, a clause relating to tourism activities meant the museum would stay shut for now.
On the state government website under the section tourism spaces, it states that indoor tours are closed.
"We have to make sure we comply with the restrictions that are in place at this stage," Ms Coney said.
"That means at this point in time we will not be opening back up to the public."
The restrictions not allowing the doors to open at the museum represents a big blow, with the onset of spring normally signalling an increase in opening hours.
During winter the museum is open only on Saturdays, but that increases in spring to include Sundays and Wednesdays as well.
The spring season is usually kicked off with festivities around History Week, which was September 4-12.
