According to Minister for Health Martin Foley, there were 15 new mystery cases and there were 701 active cases of coronavirus in Victoria.
In Shepparton there were 85 active cases, which is an increase of seven from Friday.
There are 42 people in hospital with the virus, 13 people in intensive care with eight people on ventilators.
Of those people in hospital, 26 are aged under 50, including one infant.
Mr Foley said supply of the vaccine continued to hold back the roll out.
"Victorians know high rates of vaccine is how we will get out of this pandemic along with other health measures," he said.
He said the state government was continually asking the federal government for more supply.
COVID-19 response commander Jeroen Weimar said he had recently spoken with GPs and community members who explained some of the challenges of what covid can do to young people and children.
He said he heard from a young mother whose child picked up the virus from a childcare centre "through know fault of her own."
"And how rapidly it had spread through her household and the implications and the discomfort and the real distress the child went through but also that the other members of the family went through," he said.
"She expressed very clearly... her fear as a mother, not only (for) the child who was ill but for the rest of her family... you're sitting there knowing that the likelihood is that covid will run through your household and that was a very moving and it was a very powerful story.
