The federal government released data on all aged-care facilities across Australia in an interactive map which shows some facilities in the region have actually reached the 100 per cent target.
Under the government's directive, residential aged-care workers must have received at least their first dose of a COVID-19 vaccine by September 17 or face losing their jobs.
While the interactive map shows staff at Sunnyside House in Camperdown was only 20 to 29 per cent vaccinated, chief executive officer Claire Schmierer said that was based on old data.
She said more than 60 per cent of staff had now had their first dose of the vaccine, and 44 per cent had been fully vaccinated.
Ms Schmierer said all staff had been given priority at a local GP clinic to access either AstraZeneca or Pfizer vaccines.
She said no staff member had indicated they wouldn't get vaccinated, but some have had to leave time between their compulsory flu shot and COVID vaccination causing a delay in the rollout.
Both Lyndoch Living and Mercy Place in Warrnambool also among the lowest in the region, according to the map, with between 60 and 69 per cent of staff having received their first dose.
May Noonan in Terang, which is owned by Lyndoch Living, is also 60 to 69 per cent vaccinated.
A Lyndoch spokesperson said updated data showed 70 per cent of its team members had had their first dose of the COVID-19 vaccine, and 52 per cent were fully vaccinated. About 93 per cent of its residents were also fully vaccinated.

"Lyndoch Living is proud of the residents and team members who have taken up the fight against COVID-19 through vaccination and continues to encourage that uptake," they said.
"Lyndoch is supporting team members and providing on-site vaccinations and appointments at the Great South Coast Vaccination clinics."
A Mercy Health spokesperson said 72 per cent of all staff at its Warrnambool facility had had at least one dose by August 9, and they expected that number to have increased over the past two weeks.
A staff vaccination clinic has been scheduled for August 31 to help support unvaccinated staff to gain easy access to the vaccine.
"While we are encouraging everyone to get vaccinated, we respect that some people will choose not to, and as a result of their decision, they will have to stop working or volunteering in residential aged care from 17 September," it said.
"However, we are confident that we will continue to have a full complement of staff at our home beyond 17 September, so that we can continue the essential work of caring for our ageing citizens."
Staff at Moyneyana House and Belfast House in Port Fairy were between 60 and 69 per cent vaccinated, but that data is based on figures from July 27.
Heytesbury Lodge and Lovely Banks Residential Care in Cobden was 80 to 89 per cent vaccinated, as was Timboon and District Healthcare Service.
Camperdown's Merindah Lodge aged-care facility was 90 to 100 per cent vaccinated, as was Terang's Mount View Aged Care Facility, Riverside Care Community in Warrnambool and Warrnambool Place Care.
Aged-care facilities in Mortlake, Heywood and Portland were all 90 to 100 per cent vaccinated.
