Detective Sergeant Jason von Tunk, of the Portland police crime investigation unit, said the four people - two men and two women aged between 18 and 33 years old - were arrested and interviewed by police during the past week.
A French national was in Melbourne between July 1 and July 15, when his apartment above a shop was broken into and items stolen.
Police believe the unit was entered about July 9 with three expensive European watches, a television and cameras stolen after entry was gained through a louvre window.
Police have recovered one of the watches, the TV and a camera.
A 33-year-old woman has been charged and bailed to appear in the Portland Magistrates Court on November 16.
She has been charged with burglary, theft and breaching an intervention order.
Two other people may be charged by police with offences on summons, but at present investigations are continuing.
Anyone with information about the burglary, or the location of the outstanding stolen items, is requested to contact the Portland police station on 5522 0000 or Crime Stoppers on 1800 333 000.
