Co-ordinator Amy Armstrong said the committee met on Tuesday evening to consider all options, including rescheduling and hosting some events online, but had chosen to cancel this weekend's program.
She said while it was disappointing to have to cancel she also understood it was a result of the current situation.
"A weekend of 40 events was just going to be logistically difficult to reschedule for a committee of volunteers, especially because things are still so uncertain," Ms Armstrong said.
The previous three weekends of events were able to be held and attracted strong interest.
This weekend's program was to feature live music including a pandemic-inspired performance piece from the Find Your Voice Collective, the Women in Song concert and showcase 20 local buskers. There was also a four-course dinner prepared by award-winning chef Matt Dempsey paired with alcohol-free drinks, a beer brewing class, the film French Exit and much more.
She said some events that were due to be hosted would proceed independently of the festival.
"I know that Women in Song intend to reschedule, and the Monday Distillery Dry Dinner intend to reschedule. And there's still a couple of things that were happening within the festival that we are hoping to run in the next couple of months."

She encouraged people to follow the event on social media where they would promote any upcoming events associated with the festival.
Ms Armstrong said the committee worked to adhere to Victorian Government COVID event guidelines and ever-changing environment.
"It has been challenging, but I think we're lucky with how the festival is structured," Ms Armstrong said.
"It's not one big event of 1000 people. It's many small events that make up the whole festival so it's meant that we've been able to be a bit more nimble and control numbers and capacities as required."
She thanked everyone for their involvement, participation and support and said Port Fairy had a "pretty incredible community".
"I'd like to thank the committee because everyone's been so amazingly supportive and worked so well together." She said they had an influx of new committee members this year who "hit the ground running and used great initiative to set up some great events".
Ms Armstrong hoped the festival would be held in its entirety in 2022. "We'll give ourselves a bit of a breather and look to next year."
