A magistrate says there's no court-imposed conditions that would deter a Warrnambool man from continuing to contact a woman he is fixated on.

The 27-year-old man was arrested this week and appeared in Warrnambool Magistrates Court on Tuesday where he made an unsuccessful bail application.
Magistrate Jon Klestadt said the man had repeatedly messaged his former girlfriend over a two-week period, despite an intervention order prohibiting him from contacting her.
He said the man was "fixated" on the victim and continued to harass her to the extent she had moved out of her home and was in hiding.
"I'm not satisfied there are any conditions of bail or any other strictures which could be put on the accused that would effectively stop that behaviour," the magistrate said.
The accused man, who has a history of breaching intervention orders and violence, told the court he would never speak to the victim again if he was released from custody.
But the magistrate refused bail and remanded the man in custody until July 12.
