Police will prepare a report for the coroner following the discovery of a woman's body in Glenfyne, near Cobden, on Friday morning.
The body was found inside a vehicle by search and rescue officers in flood waters off Maddens Bridge Road about 10.40am.
While the body is yet to be formally identified, police believe it is that of missing woman Nina, who went missing from Simpson on Wednesday.
The exact circumstances surrounding the woman's death are yet to be determined but police are not treating it as suspicious.
The 20-year-old left her home address about 8.20am Wednesday and was expected to arrive at her workplace in Glenfyne about thirty minutes later, but she never arrived and hadn't been seen since.
Corangamite Shire Council Mayor Ruth Gstrein offered her condolences to the family and friends on behalf of the council.
"Our thoughts are with the whole community during this difficult time," Cr Gstrein said.
A man was found dead in his submerged car at the coastal Gippsland town of Woodside on Thursday afternoon.
Around 120,000 homes in the state are still without power after wild weather lashed the state.
SES Victoria had 6000 calls for help from Wednesday night - the busiest 24-hour period in its history.
Acting Premier James Merlino thanked the SES, noting there had been 7400 calls for help in the last 48 hours.
"We know it is not over yet," Mr Merlino said on Friday.
