The rollout will complete the municipality's transition to a four-bin system after the dedicated glass only bins were delivered citywide in April.
The change means the volume of material able to be collected will increase with the new mix of bins - a rise from 16,640 litres per household a year to 18,200.
The changes aim to divert material from landfill into recycling streams.
Warrnambool mayor Vicki Jellie said over the past few years there had been a lot of changes to the way kerbside collection worked in Warrnambool.
"By introducing a larger rubbish bin, but collecting it fortnightly, we're able to keep our number of fortnightly 'bin lifts' at four, helping to keep collection costs down while creating a better system to manage waste," she said.
The delivery of the new 140-litre bins will begin on May 16, with everyone expected to have their new bin by the end of June. Old 80-litre rubbish bins will be taken away at the same time that new ones are dropped off.
"Once you receive your new rubbish bin, all of your collections are fortnightly from then on," Cr Jellie said.
"So your rubbish bin goes out with your FOGO bin one week, and the next week it's your recycling and glass bins."
