Warrnambool council has allocated $2.9 million to complete stage one of the Lake Pertobe Master Plan, and replacing the toilets is part of that project.
Four different options were presented to the council last year, but no decision has yet been made on which one to proceed with.
Plans for a new toilet block have been in the pipeline since 2013 after a council strategy flagged the need for the current facility to be relocated closer to the beach.
Councillors have long highlighted that the facility, which fronts Pertobe Road at the entrance to McGennan car park, has reached it used-by date.
Formal designs for the new toilets have not been completed so an accurate cost estimate for the project could not be provided, the council said.
But funding for the project will come from the federal government's Pertobe Precinct funds, and the council said it would match it with money accumulated from its annual program to renovate/upgrade a public facility each year.
Four options have been mooted for the replacement of the ageing McGennan toilet block and most would mean moving it closer to Warrnambool's foreshore promenade.
However, the option of building the new toilet block near the footpath in the centre of McGennan car park was flagged by the previous council as potentially "a big mistake". The other three options include either rebuilding it on the current site on Pertobe Road near the kiosk or at either end of McGennan car park near.
The new facility would include better changing facilities and outdoor showers.
Meanwhile, "indented" car parking will also be installed along Botanic Road near the gardens in an area where people currently park on the nature strip.
