For 73 years the festival has been held annually in the seaside town. It managed to survive the coronavirus pandemic with a shortened program.
President Neil Hedger said the festival was in a "desperate" situation but he was hopeful people would rally around the New Year event.
"Folding is a consideration now," he said. "I've got a meeting with Moyne Shire Council next week to see if there's anything they can do to help us survive.
"There's seven of us. We need around 20 people to organise the parade alone and that looks like it'd be the first event we cut.
"We're basically looking for someone to play the role of secretary and publicity officer. We've lost four long serving members over the past 18 months who've had a lot of knowledge and now we've got to rebuild."
Mr Hedger said the committee was looking for "new blood" to join the Moyneyana committee in a volunteer capacity to share new ideas on how the festival could move forward.
"We've been going for 70-odd years and while some people don't like change, it might just be what has to happen," he said.
"About 20 years ago a similar thing happened and others stepped in to save it. A few other committees are having trouble with volunteers so we're hopeful.
"We need to get the message out that we're getting desperate. I don't want to wait until the end of the year to look for people as there's plenty to do."
