State opposition leader Michael O'Brien paid a visit to Warrnambool on Tuesday where he shopped and spoke to business owners.
"There's a lot of great things happening in the south-west coast, the roads are a bit bumpy coming in I have to say, just 10 minutes out of Warrnambool the condition of the road was just appalling," he said.
"Regional Victoria deserves a fair go when it comes to road funding and we're just not getting it in Warrnambool at the moment. Roads funding is absolutely necessary."
In the November budget, the state Andrews Labor Government committed $384 million for the stage two redevelopment of the Warrnambool Base Hospital, $260 million towards rail upgrades and $272.4 million for road upgrades.

Mr O'Brien said more funding was needed in the upcoming May budget towards the hospital and roads.
"We know there are elective surgery wait list blowouts," he said. "Even though they call it elective surgery it's not really elective - if you need a colonoscopy to make sure you're clear of cancer, that's not elective, it's absolutely essential.
"We need to see more funding to reduce those hospital waiting lists and for roads."
The Liberal party previously promised that, if elected, The Lookout rehabilitation facility in Warrnambool would be funded.
Mr O'Brien and South West Coast MP Roma Britnell doubled down on the commitment.
"At the last election we announced policies around providing young offenders who are on drugs the opportunity to go to rehab instead of jail, that's how important we think rehab is," Mr O'Brien said.
"We think more Victorians should have access to drug rehabilitation, that's important to them from a health point of view, and important for the rest of the community as well.
"This state needs more rehab beds... the government has an opportunity to do that in next month's budget."
Victoria on Tuesday recorded its 53rd consecutive day without any locally acquired COVID cases, but Mr O'Brien said people were still nervous about lockdowns.
"Nobody wants to see Victoria go back into lockdown and people are looking to the government to actually get it right this time," he said.
"People are really keen to see the state government get hotel quarantine right this time, because last time there was a mistake made, there was a five-day lockdown over Valentine's Day and people still haven't recovered from that."
He said the COVID vaccine rollout, managed by his own Liberal federal counterparts, was too slow.
"There's no point having 80,000 doses of vaccine sitting on the government's shelves, we need to get them into people's arms, I don't care if that's through community health centres or GPs or mass vaccination centres," he said.
"We just need to get the rollout happening faster than it's been happening so far.
"The sooner every Victorian can have a vaccination the better off we'll be."
He will attend a Liberal party function in Warrnambool on Tuesday night, visit the Alcoa aluminium plant and Keppel Prince in Portland on Wednesday, then head to Hamilton.
"Renewables are coming, they are coming in a big way and we would like to see more of what Victoria makes being used here," he said.
"I think Liberals are excited about the opportunities ahead, our next election is in November next year - it's not as though we've got an election next month.
"Liberal Party members and Victorians understand that November 2022 is when they'll go to the ballot box and make a decision about the future of this state.
"This is a listening tour."
