The 14-year-old stormed to second in the under 16 girls 100-metre final on Monday night, stopping the clock in race down the front straight of Sydney Olympic Park in 12.13 seconds.

Tasmania's Chelsea Scolyer took out the win in 12.05 with New South Wales' Summah Harrison running 12.24 for third.

Kelly, who is bottom-age under 16s, started well out of the blocks to be alongside Scolyer after the first 30 metres but had to dig deep in the final stages to try and stay with the Tasmanian as she broke away for the win.

The talented teenager qualified third fastest for the final after running 12.32 seconds to win her preliminary heat.

The silver medal comes after Kelly made the open women's gift final at the Stawell Gift.

Kelly's last national medal came at the 2019 Australian All-Schools Championships in Perth when she also won a silver in the 100 metres.

The DPS Warrnambool athlete, who is coached by Wayne Perry and Rob Duynhoven, returns to the track on Wednesday for the 200-metre heats.

Athletics South West Turbines' Emily Morden finished fifth in the under 20 1500-metre final on Tuesday afternoon.

The distance runner, who is coached by Phil Molesworth, finished her first national championship final in four minutes and 32.83 seconds.

She qualified third fastest for the final, running a time of four minutes and 32.68 seconds to finish third in her preliminary heat on Monday.
