The new winter event will be held at Rafferty's Tavern and feature a 360 degree dance space as coronavirus restrictions ease on dancefloor limits.
KLP is a renowned two-time ARIA nominated pop and EDM artist who also hosted Triple J's House Party program until 2018.
Raglan Presents co-founder James Kol said the festival organisers were excited to welcome KLP to Warrnambool, who will be performing pregnant.
"KLP is coming off the back of her hit track with Space Cadet 'Energy'," Mr Kol said. "This is huge for Warrnambool and looking forward to having her down here.
"How cool is it to have a techno mum-to-be perform for us all? It's great to have a powerful woman in the music industry come to Warrnambool and it's awesome for us to have a female headline for our festival."

KLP will be supported by Morning Maxwell, A-Well, Andy Moloney, Corey Ryan, Mike Shudder, Daniel Johnstone and Dairz.
Raglan Presents have brought major Australian electronic acts to Warrnambool since their inception in October 2019 and alongside their headlines, Mr Kol said the group are proud to engage south-west acts.
"It's really good to give local acts the opportunity to play on a Raglan stage," he said. "It's something a bit bigger for them then their normal stages."
The first release of tickets for Raglan Presents: KLP (ft. 360 degree dance space) go on sale on Tuesday, March 30 via their Facebook page.
