Moyne Shire councillors received a petition with 44 signatories at their February meeting asking for a new footpath between Catalina Caravan Park and Thistle Place.
The request for the footpath extension has arisen due to concerns with the speed limit in this area, visibility concerns and pedestrian safety, a council report says.
Councillors cannot take action on the petition until their March meeting but Cr Jordan Lockett said he hoped to "flesh out" the proposal ahead of the next council budget.
"(It would) provide a much-needed link to the west," Cr Lockett said.
An Ocean Drive footpath the council proposed to build following a 2019 petition also looks a step closer to coming to fruition after councillors committed to consider it in the 2021-22 budget.
The council last year abandoned plans for an off-road path along the South Beach foreshore between Pea Soup and Anna Catherine Drive due to issues with inundation, and cultural and habitat values.
Officers have now presented options for an unsealed pathway along the road's south between Mills Crescent and Powling Street.
It would link with a concrete or unsealed pathway along the road's north between Powling Street and Anna Catherine Drive, potentially also suitable for suitable for cyclists and prams.
The project was unsuccessful in a bid for inclusion in the last council budget.
Cr Damian Gleeson said "it's important we make it happen" after the project was first flagged nearly two years ago.
