On the third day of Victoria's five-day shutdown, three men were arrested after a small crowd gathered at Oakleigh's Eaton Mall on Monday.
Officers were seen grappling with two of the protesters as the demonstrators hurled abuse at them.
During one arrest, a man put his hands together in an act of prayer.
"I'm within my 5ks," he yelled, referring to the 5km radius rule.
"I'm here exercising. Exercising my legs and with my flag."
He chanted "Aussie, Aussie, Aussie" as he was put in the back of a police car.
A 40-year-old Huntingdale man was released pending summons for breaching the chief health officer's directions and failing to obey police direction, while two others - aged 43 and 65 - were fined.
The rest of the crowd dispersed without incident, police said.
