"The subsurface drainage has been installed, the sprinkler installation has been marked out and the concrete foundation for the perimeter fencing is being poured," the council said.
"The pavilion's foundations are completed and the concrete pre-cast ground floor walls installed.
"It's really exciting to see the project take shape and we are confident that the sports-loving community of Warrnambool will be proud of the result.
"We've been fortunate to have a major infrastructure project such as this during the pandemic. It continues to provide employment to a range of trades and sub-contractors."
The works on the new playing surface and clubrooms is well under way and the nearby hockey field area is also undergoing a makeover.
Warrnambool and District Football Umpires Association president Steve Walker said the resurfacing of the old hockey field meant they have had relocate to Mack Oval for the season for training.
"Next year we'll have totally resurfaced area with four light towers hopefully there which means that ultimately it's a better outcome for the umpires association from 2022 onwards," he said.
"To put up with one season where you can't use your ground to have a much better facility, I think it's a small sacrifice."
