The Eels held off a brave Tigers outfit, who pushed the reigning one-day champion to its limit though captain-coach Justin Lynch's 57-run stand.
Woodford's three Wines brothers - Matt, Luke and Adam - were its best contributors with the bat while Bailey Jenkinson notched three wickets.
It was the club's second flag of the season after it downed Russells Creek to clinch the one-day premiership earlier this month.
It will now advance to the Sungold Cup on Australia Day.
Eels captain Nick Butters said the fixture, which came down to eight runs, was a "great spectacle".
"It got really tense there in that last over," he said.
"Full credit to Merrivale. The way they've conducted themselves through the Twenty20s (has been good). They've been undefeated all along.
"Thankfully we had a couple stand up and we got home just."
Butters said Woodford's batting consistency was a strength.
"I think Adam bats at six and before today was averaging something like 60," he said.
"It's a nice way to come in at sixth. Having Matty Wines come out there, he's probably the only bloke in our team who hit a six.
"He batted well and he's only going to get better the more he bats. We have confidence we bat down right down to 10 or 11."
