Organiser Sam Pyers said the coronavirus restrictions led to a stressful build-up to the event, but he was excited to run the south-west festival again.
"It's all working out now," he said. "Around December we realised it could go ahead and our plans were starting to get more clear over Christmas.
"I've had to condense the planning into six weeks which has been a bit more stressful than usual. But through communicating with council and other event organisers we've managed to pull it together."
The Goomfest 3 lineup includes Big Yawn, Banana Gun, Beans, Hideous Sun Demon, Zoe Fox and the Rocket Clocks, Vintage Crop, Easy Browns, Tug, WOY vs Moses Carr, Sophia Whitney and eight; DJs Cool Anna, Naomy, Co-Dee, Kezza-Dee-Ya, Liquid Assets, Carly, Dairz and James St James.
Artists will perform on the farmland stage over two days and one night.
Experimental art duo Cake Industries will return for their second event and Goomfest will retain its relaxed atmosphere with free camping and bring-your-own drinks.
"What I personally enjoy the most about the festival is the dynamic between artists on the stage and what they create with the crowd," Mr Pyers said. "We have varying genres featured so there's something for everyone, but each artist has a certain quality that I try focusing on when I curate.
"I'm really looking forward to seeing what Cake Industries brings with their mechatronic installations and I'm really looking forward to seeing everyone after last year."
Limited tickets have now been released for the March 20-21 event through Eventbrite for the COVID Safe Festival.
Food vendors Mushroom Burgers, Pick-a-Pita, Jun's Home Kitchen, Bean Cruzin Coffee and the Voivoid Cocktail Bar will fuel revellers through the weekend.
"It's all good to go," Mr Pyers said. "There will be markings on the ground and signs to promote social distancing and more requirements in place to make it safe.
"Everyone is super motivated to spend time connecting with art, music and friends."
