The Victorian government has been working with Val Powell, wife of Ross and mother to Andy, to find a tribute to the pair, who died during a tragic rescue attempt near Port Campbell on Easter Sunday 2019.
Ms Powell said Victoria's Emergency Services Minister Lisa Neville approached her and asked "if there was anything that they could do".
"I thought that it would be nice to have a seat in their memory out the front of the club with their names on it," Ms Powell said.
"Lisa said that she could do that, and kept on asking if there was anything else. I suggested a new deck for the members at the surf club."
The government has now provided $440,000 for a memorial deck, with construction now under way.
Ms Powell said the designs had "exceeded all expectations" and she hoped the whole community would enjoy the tribute.
"Ross and Andrew would be humbled by all of the attention, however it is a fitting extension to the club that the family appreciates," she said.
Port Campbell Surf Lifesaving Club president Scott McKenzie said a new deck would replace a smaller underused deck, improving the amenity of the club.
"We were never going to cover the cost of replacing the deck," he said.
Mr McKenzie said there was never a day he didn't think of Ross and Andy.
"This will be a fantastic place of reflection, where members of the community can stand up and watch the sunset with a beer in our hand and think about how much Andy and Po meant to the club, I'm really looking forward to it being done so we can do that," he said.
Mr McKenzie said Ross was among 21 founding members of the club in 1963 and Andy "had been around the club since he was in nappies".
"It seems the right fit to have something that is physically a part of the building, that will be a long-lasting commemoration to those guys."
Ms Neville said the deck would honour Ross and Andy Powell's contribution to the Port Campbell Surf Lifesaving Club.
"Ross and Andy Powell made the ultimate sacrifice as lifesavers and it's important that we acknowledge and honour their selflessness and dedication to keeping their community safe," she said.
"This memorial deck at Port Campbell Surf Lifesaving Club will ensure the Powell's legacy will live on - and serve as an important reminder to the community of just how important and valued our volunteer lifesavers are."
