Developer Global Power Generation has lodged a planning amendment with the Department of Environment, Land, Water and Planning to remove three turbines from the approved 26-turbine site.
GPG has also applied to change the turbine models and make other minor changes to the planning permit.
"There will be notice of the application to amend the permit, including an opportunity for the community to make submissions," DELWP said in a statement to The Standard.
The application to amend the permit is yet to be released online with the department and the state Planning Minister Richard Wynne to consider the proposal once consultation begins on a date yet to be set.
The wind farm first received a permit in 2008, and received extensions to state permits in 2011, 2013 and 2015, before the permit was amended in 2017 and extended again until 2023.
Global Power Generation did not respond to questions about why it was amending the permit.
The project has created anxiety in the Hawkesdale community, with some arguing turbines were too close to the township.
Moyne Shire Council last month agreed to follow up community fears and do their own independent background noise report before construction begun.
GPG community consultation documents say the company plans to start construction in the first quarter of 2021 and commence operating the wind farm in the third quarter of 2022.
US giant Amazon announced it had bought the energy from the Hawkesdale wind farm late last year.
GPG also has a planning permit for the Ryan Corner wind farm, near Port Fairy, where it also plans to start construction this year.
