The boy is alleged to have picked up another boy, aged 13, and has driven back to his house around 12.30pm to 1pm on Thursday.
Port Fairy Police Sergeant David Walkley said the child was expected to face Children's Court.
"We have arrested and interviewed an 11-year-old Port Fairy child for conduct endangering life after we received information that he rode a mini bike into town," he said.
"The child was obviously unlicensed, the bike unregistered and unroadworthy, he was not wearing a helmet and he picked up a 13-year-old boy and proceeded to dink him back out the road to his place.
"We are appealing for anyone that saw the child or both boys riding on the road and/or has dash cam footage of the incident to contact Port Fairy Police."
The bike is a red 110cc Holden CFR trailbike and neither boys were wearing helmets.
