"One straight off the top of my head, we could quite easily put a state series test against South Australia here," he said.
"Obviously it's a bit closer to SA than any of the metro clubs.
"We'll be looking to host more events here in the future, 100 per cent.
"I think they're going to host one of our indoor qualifying events in July."
The Warrnambool-based club is hosting State Champions Week which started Sunday.
Whitehead said BV had been blown away by City's revamped venue.
The upgrade, completed in 2019, introduced a roof over two new greens and electronic scoreboards.
"It's fantastic, it's state of the art, it's as good as it gets in the bowls world," Whitehead said.
"For us, the big positive and one of the main reasons for putting it here was having the 16 rinks under cover, enabling us to guarantee we could play 16 games every session."
Volunteers featured significantly on Wednesday with help needed for running the women's and men's singles.
Each singles match requires a marker.
"They're essential to the running of this event," Whitehead said of volunteers.
"I get here at 6.30am every morning and they're here before me. They're preparing the greens, getting the chairs laid out, cleaning up, collecting rubbish and cooking egg and bacon rolls."
He explained the large umpiring and officiating group was made up of volunteers with a mix of south-west people and Bowls Victoria representatives.
Whitehead highlighted this State Champions Week was bigger than previous years.
"This event, in particular, is bigger than we what we usually run," he said.
"Normally we just have the state championships and we run it over seven days.
"We've got the state championships over six days with the addition of the over 60s championships and the under 18s at this event.
"So we've gone bigger than before, obviously because of COVID just to get events played."
He praised players, staff and volunteers for their commitment and flexibility throughout the tournament.
Whitehead noted there were numerous former or current Australian representatives among the events.
"We've got the who's who of Victorian talent," he said.
He said Carla Krizanic was a current Jackaroo and dual Gold Coast Commonwealth Games gold medallist.
Josh Thornton claimed gold for Australia in the Para-Sport B6/B7/B8 Open Triples also at the 2018 Commonwealth Games.
Matt Flapper has also represented Australia. Bendigo East's Lee Schraner is the current men's world champion of champions singles title holder.
"He has won almost everything in the game and represented Australia a handful of times," Whitehead said.
