Sergeant Dave McDonald, of Warrnambool police, said police were called to Panorama Avenue about 12.15am.
"The offending vehicle has lost control on Panorama Avenue and struck a stationary vehicle which was parked on the side of the road," Sergeant McDonald said.
The driver left the scene on foot.
However, witnesses were able to identify him and police visited the Warrnambool man's home a short time later.
He failed an alcohol breath test, returning a reading of .08.
Both vehicles sustained substantial damage and had to be towed away from the scene.
The 22-year-old Warrnambool man will appear at Warrnambool Magistrates Court at a later date. Anyone with information is asked to contact police or Crime Stoppers on 1800 333 000.
