Normally one of the only shops open in the seaside town on the religious holiday, Royal Oak Bottle Shop owner Damian Gleeson is warning residents not to rely on the store for ice and last-minute liquor purchasing.
Mr Gleeson said when the bottle shop split from the Royal Oak Hotel during a 2018 subdivision, the liquor licence for the retail outlet changed.
"When we were part of the hotel it came under the same licence, and it had an on-premise and off-premise compartment. But now we are just a bottle shop it has different conditions," he said.
"A lot of people are in the caravan park, there was not much else open, they don't have fridge space, it's just been a service basically."
The bottle shop would usually sell more than 100 ice bags on Christmas Day.
Mr Gleeson said despite investigating legal avenues about challenging the Victorian Commission for Gambling and Liquor Regulation licence, the shop would remain closed.
The licence conditions also require it to close on Good Friday.
"It's not worth fighting with for the cost of lawyers with the profits from trade. This will be the way it will be," Mr Gleeson said.
He said Friday would be the first Christmas he wouldn't work for a half day since 1997. "Not having to go to work is a bit of a bonus," Mr Gleeson said.
Mr Gleeson and wife Sue bought the Royal Oak complex in 2014 and subdivided it in 2018.
The Port Fairy BP Road House confirmed it would open on Christmas Day from 8am to midday and would stock ice.
