The latest upgrades include a redevelopment of the Portland Foreshore with connecting pathways and a new pump track, revamping key infrastructure at the Local Port of Portland Bay, with extensions to the Portland Marina and Trawler Wharf, and a replacement of the Town Jetty.
Glenelg Shire mayor Anita Rank said the redevelopment is a historic moment for the region.
"The first step will see the construction of connecting pathways from the Trawler Wharf right through to Nuns Beach, creating an inviting and user-friendly walkway for all who visit," she said.
"The connecting pathways will be completed in stages, with the southern end of the Foreshore area currently in progress.
"There will also be an extension to the carpark at the All Abilities Playspace to cater for the high volume of visitation to the area, providing an additional 14 car parks.
"We assure residents that all construction will be undertaken in a way to ensure the Foreshore area remains as accessible and appealing as possible for locals and visitors during the peak summer season."

Council secured more than $6.5 million in funding through the Victorian Government's Building Works program and the Federal Government's Local Roads and Community Infrastructure Program for the upgrades as part of the Portland Foreshore Master Plan.
Cr Rank said the new year would see the next exciting stage of the project works, with the installation of a new pump track.
"We've recently announced new customised modular pump tracks for Heywood and Casterton, and we are thrilled to confirm that Portland will also receive their very own pump track, which will be placed as part of the Youth Activity and Skate Space," she said.
"The pump track will enhance the current offerings at the Youth Activity and Skate Space, which includes the skate park, half basketball court and meeting areas, and create a premier active recreation precinct.
"We anticipate that construction on the new track will be underway from early 2021."
