Premier Daniel Andrews announced that as of midnight Sunday, masks will only be required on public transport, in rideshares or taxis, indoor shopping centres, supermarkets, department stores and indoor markets.
Private gatherings within homes will now be able to be 30 people in size, up from 15.
Up to 100 people can attend public gatherings.
Density limits in hospitality venues will shift to one person per two square metres for both indoors and outdoors. QR codes for contact tracing purposes will now be mandatory.
Standing in outdoor hospitality venues will be permitted and up to 50 people can be on a dancefloor at any one time.
There will be no caps on patron numbers at wedding and funerals.
Private employers will be able to move to 50 per cent of employee capacity in offices from Monday January 11.
The premier said the new restrictions would be in place until at least the end of January.
He said Sunday marked 37 days without a coronavirus case anywhere in the state.
"This is a remarkable achievement," Mr Andrews said.
"It is something that every Victorian owns, it is something that every Victorian has built through the sacrifice, through all that they have given up, the character that they have shown, and the compassion that they have extended to each other.
"But like most incredibly valuable things, this place is precious and it is fragile. And while today we can take some big steps, not to normal, but to a COVID-safe summer, we all need to remain vigilant and we all need to play our part."
More to come.
