WLTC president Kim Tobin said it was a "win for them and a win for us".
She explained she was first contacted by tournament director Mike Evans, the TSV vice-president, about 18 months ago.
Since then Warrnambool City Council has jumped on board as the major sponsor.
"We hope it's successful and we can continue to run it in the future," Tobin said.
"And the support of council, it's an added bonus to help the event run successfully."
Evans explained TSV negotiated a three-year deal with council.
He said council funding would mostly to go to promoting the event and the Warrnambool area.
Council is looking forward to welcoming players and guests to Warrnambool.
"Hosting the event in Warrnambool was confirmed several months ago, however, pandemic restrictions cast doubt over whether it could proceed and, if so, at what capacity," the spokesman said.
"Events play a key role in Warrnambool's economy and council is delighted to support this event for the next three years."
Evans explained events were usually held in Melbourne but TSV was eager to bring tennis tournaments to regional Victoria.
He was impressed by Warrnambool's facility when he met with Tobin earlier this year.
"It's one of the nicer tennis complexes in Victoria," he said.
Tobin said TSV would run this year's event with WLTC to run it in future years.
Player entries close December 7.
