Cr Meade was elected to his second consecutive stint as Moyne Shire mayor at council's November meeting in Mortlake on Tuesday.
Cr James Purcell was voted in as deputy mayor.
When he was elected mayor in 2019, Cr Meade became the 11th person to fill the role sine the shire was founded in 1994.
Of those 11 people, only the shire's inaugural mayor, Michael Murphy, was a single-term leader.
Cr Meade now joins the nine other mayors as the holder of the position for multiple one-year terms.
Current councillor Jim Doukas is the most capped mayor in the history of Moyne, spending four years in the top job.
Brenda Hampson and Bruce Couch held the title for three years each, while Purcell, David Miller, Gerald Madden, Ken Gale, Colin Ryan and Mick Wolfe all had the role for two years.
Doukas is the only councillor to have his reign split by years, coming back after three years in a row from 2010-12 to again rise to the top in 2016. All other councillors who have held the mayoral role has done so in consecutive years.
Tuesday's meeting included the swearing in of the 2020 councillors, with newly elected Damian Gleeson, Karen Foster and Purcell joining the re-elected Meade, Doukas, Jordan Lockett and Ian Smith at the council table.
