He also announced a number of restrictions would be eased from midnight on November 8, with the final step expected to be taken on November 22.
There were no new cases of coronavirus, making Sunday the ninth straight day of zero new cases.
On Monday a household will be allowed to welcome two different adult visitors a day, while this will increase to 10 visitors on November 22.
In the final step, public gatherings of up to 50 people will be allowed.
On Monday hospitality venues will be allowed to have 40 patrons inside - with a density of one person per four-metre squares and a maximum of 10 patrons per space.
That number will increase to 100 on November 22 - with a density of one person per four-metre squares and a maximum group size of 20 people.
Cinemas and art galleries can reopen on November 8, with a maximum of 20 people per space, while this will increase to 100 on November 22.
Victorians will be able to welcome up to 10 people in their home and public gatherings of up to 50 people will be allowed.
On Monday the number of people allowed at religious gatherings will increase to 20 for indoor ceremonies and 50 for outdoor ceremonies.
Up to 20 people will be allowed to attend funerals on November 8, while there will be a limit of 100 on November 22.
In the final step weddings with up to 100 people will be allowed.
Indoor sport will not return until November 22, with large venues allowed to have 25 per cent of patrons at their sites.
Mr Andrews was asked a number of questions about masks remaining compulsory.
"I don't think it's too much to ask people in all circumstances outside their home right now," he said.
"It's the simplest and easiest rule."
Mr Andrews reminded people to wear their masks correctly.
"Around your neck is not wearing your mask properly," he said.
